Forward-Looking Plan for River Water Quality Management in Southern Taiwan,2019

The purpose of this project is to assistantly execute the “Forward-Looking Infrastructure Development Program” and trace the local governments’ performance by holding a series of supervisions, investigations and seminars. These contain 20 supervisions or negotiations, 50 investigations for heavy metal, 68 ones for water quality and quantity among 14 targeted rivers needed to be improved. As well as, the project assessed two sites were eligible to be constructed under the guideline of “Forward-Looking Infrastructure Development Program”. All these investigations help to redirect the strategy of improving water quality. With regard to the performance promotion, a highlight engineering project was filmed in Beiwu on-site wastewater treatment plant in Kaohsiung city, including a 10-minute and a 2-minute shorter version video. This project also cooperated with local councils in the southern Taiwan in tackling administrative tasks regarding “Forward-Looking Infrastructure Development Program”. This project sorted out the data about maintaining and operating on-site treatment sponsored by government annually. Also, it offered a performance report and some of the improving advices by supervising 20 on-site treatments and updated 18 on-site treatments data on the water purification on-site treatment website. Moreover, the relevant technique was shared by a conference held on 7th of September, 2020. According to the six selected rivers in the south of Taiwan, including Jishui River, Yanshui River, Erren River, Agongdian River, Love River and Donggang River, the project planned the strategy of improving water, traced the performance of treating measures, updated and drew Ishikawa diagrams and offered some of the advices. It is significant to make an agreement with different institutions and local councils, and modify river treatment strategy by holding four rolling review seminars. The project intends to discuss the problems of process of treating waste water in depth and provide relevant suggestions of improving rivers. Therefore, by following the added component of ammoniacal nitrogen (NH3-N) in effluent standard in 2021, it investigated the highly intensive industrial areas in southern Taiwan where produce high concentration of NH3-N to establish a pollution map. With regard to waste water treating strategy planning, specialists and scholars were invited to diagnose the problematic issues about treating waste water process, its operating units and its equipment wires in ten negotiation meetings. Furthermore, flying drone was sent to trace the potential high polluted industrial areas so that it can confirm the pollution source. When it comes to resolving the environmental issue caused by livestock industry, the project provides an effectiveness assessment report about turning livestock manure into energy by thermochemical treatment and assessing the effectiveness produced by different ratios of livestock manure to water. The content of tasks in this component contains livestock manure collection and delivery, water, ash, combustibility and chemical element analysis, including carbon, hydrogen, oxygen, nitrogen, sulfur and chlorine. In addition, it analyzes gas emission and structural composition, for instance, hydrogen, carbon monoxide, carbon dioxide and methane and it also records the weight of ash. In respect to energy transformation application, this project is eager to find out the best condition of producing hydrogen by reusing livestock manure as fuel. According to the hypothetical and assessing parameter in every component mentioned above, it analyzes initial construction scale, cost structure and economic benefits to examine the possibility of commercializing its techniques. As a result, this can provide a new developing direction of livestock manure reuse techniques in Taiwan. Furthermore, this project offers a performance report of improving water quality in Taiwan and business management between 2012 and 2019 and assistantly traces the performance of achievement rate for low NH3-N concentration samples which were below 3 (mg/L) in the seven rivers in the demonstrated project of “Promoting sustainable development of water quality by reducing ammonia nitrogen from 2020 to 2023” to cooperate the schedule of Environmental Protection Administration’s (EPA) infrastructural program. In addition, this project assistantly held variously comprehensive businesses in Southern Taiwan consist of assessing key sampling sites in reservoirs or rivers in the south, flying drone over the suspended solids deteriorating areas to confirm the polluted source, tracing the local “Total Mass Based Control” and assessing its effectiveness, holding 2020 indigenous subsidy workshops and cooperating other tasks assigned by EPA.
